  • This afternooon (4/18/08), Governor Henry signed HB2693, by Rep. Paul D. Roan, D-Tishomingo and Sen. Susan
    Paddack, D-Ada. The bill  directs the Department of Health in the event of the death of an emergency medical technician while in the line of duty to pay his/her designated beneficiary $5,000. The bill creates the Emergency Medical Technician Death Benefit Revolving Fund. It establishes a $10 fee for new and renewal applications for emergency medical technicians and directs revenue to the revolving
    fund.  ---Chalk

    HB 2693 – EMT Death Benefit Bill (Roan)

  • There was a Committee Substitute which added language to the bill that would make the EMT Death Benefit tax free just like fire and police
  • The bill created an additional $10.00 fee to the renewal of each EMT license starting July 1, 2008, and sun setting July 1, 2010
  • It was explained that the money collected for the 2yrs would be sufficient to provide the death benefit
  • It was also stated that if the fund was depleting that another bill could be introduced to assess the fee in any amount again
  • The Committee was told that on average, 2 EMTs die per year
  • It was also brought to the attention of the Committee members that the renewal fee was doubled last year and the question of EMTs agreeing to another fee increase was brought up

SB 836- Would allow a tax credit of  $400.00 for a licensed EMT by the State Department of Health if the taxpayer has completed a minimum of 1,000 hours of contractual emergency response during the tax year for an ambulance service which has been granted a license by the State Commissioner of Health.

SB 89- Every person who commits any assault, battery upon the person of an emergency medical care provider who is performing medical care duties, upon conviction, is guilty of a felony punishable by imprisonment in the custody of the Department of Corrections for a term not more than 2 years, or by a fine not exceeding  $1,000 or by both.

SB 927- The State Board of Career and Technology Education shall establish a comprehensive statewide training program for emergency medical technicians.  The State Board of Career and Technology Education is authorized to provide tuition reimbursement payments not to exceed $3,000.00 for EMT's who complete advanced training and work at least 1,000 hours each year for 2 years for a licensed or certified emergency medical service provider.

HB 1684- Provide for immunity from civil liability for medical care or treatment by use of an automated external defibrillator.

HB-1615- It started out with the creation of an Emergency Medical Systems Revolving Fund; This fund is a continuing fund, and consist of all monies, fees, and revenues collected, authorized, or received from any source by the State Department of Health or any division, officer, or employee of the State Department of Health. All monies accruing to the Emergency Medical Systems Revolving Fund are appropriated and budgeted and expended by the State Department of Health for Assessment activities, Development Grants for Regional Medical Systems, Capital and Equipment Improvements Grants. It also sets up Medical Emergency Response Center to coordinate medical response in disasters and provide physician medical direction and certified emergency medical dispatch services to rural agencies, and adds the designated medical director to each medical emergency response center to the medical direction subcommittee of thee Oklahoma Emergency Response Systems Development Advisory Council.
Directs the Oklahoma Department of Career and Technology Education System and The State System of Higher Education to develop and maintain a comprehensive statewide emergency medical technician training program meeting national accreditation standards and ensuring statewide access through distance learning resources. Establish a tuition fund for EMT's providing tuition reimbursement for EMT's who complete advanced training and work at least one thousand hours each year for two years for a licensed or certified emergency medical service provider.
Develop a comprehensive training program for medical directors.Directs the Physician Manpower Training Commission to develop emergency medical technicians as a rural medical resource through grants, scholarships, and training opportunities.Create a line-of-duty death benefit for EMT's using the established criteria for fire and police.
HJR 1014-Removes the 3 mil cap on 522 districts. This must go to a vote of the people and allows communities to fund EMS services as they see fit.
